Nope, if you recreate /etc/passwd and /etc/group with the latest versions of mkpasswd and mkgroup, you'll see that the "Everyone" entry will not get created anymore. It was needed in older versions of Cygwin but it's definitely not used anymore since... well... 1.3.16 or so. You can savely remove it from both files.
