Just to clarify, cvs client works fine regardless of mount; it's the server that is almost guaranteed to work on binmounts only.
I got the impression that the poster was going to use cvs with a "local" repository (in that shared vfat filesystem), in which case the caveat applies, I think (the cvs process is effectively its own server).
