oops ok try the instructions in /usr/doc/Cygwin/inetutils/inetutils-1.3.2.README this worked for me (although i had to (briefly) enable the guest account and modify the /etc/passwd entry as my security setting wouldnt allow my ftp user to have a blank password ;)
