The way to answer this question is to visit this page, <http://cygwin.com/packages/> and enter the name of the program into the text field and search (<http://cygwin.com/cgi-bin2/package-grep.cgi?grep=mailx>).
No package includes a file with "mailx" in its name, so I'm guessing the answer to your question is "no."
