Probably not. I just got one of those too, and I haven't done anything lately
either.
Sounds to me as though direct uploads are being disabled for almost everyone,
as has been discussed on the cygwin-apps list recently.
I made a mistake and an email like this got sent to all packages
maintainers.
Please ignore it.
Nothing has changed with regard to uploads.
