IMO someone at Microsoft engineering management should look at the
issue that Windows-11 does not work on qemu.
Right now there are no ARM64 builds for WinZFS, Windows BTRFS, the
Windows NFSv4.2 driver etc. because all of these opensource projects
(which implicitly means that people do NOT have the financial
resources of a company) lack ARM64 hardware, and therefore cannot test
anything.
And that slows down adoption of Windows-on-ARM64 significantly... ;-(
