If you had tried to build it for Cygwin you would have discovered that this isn't supported and when forcing past the configury block that it does indeed not build. The only reason I left the compiler packaged is that this will be the only chance of getting Phobos built on Cygwin (once it becomes a supported platform) without first having to figure out how to cross-compile D to Cygwin since that's the last version that could bootstrap gdc via gcc.
