That's either a test version or it's non-Cygwin version.

@ python312 from setup.ini -- all versions are labeled "test"

The observation was that "Cygwin only supports Python 3.9.16 (or
3.9.18 as a test version)" - which, as you point out, is false.
Python 3.12 is available from setup.exe

Cygwin provides source packages python3{,6,7,8,9,12} and binary releases:

3.6.{13-{1,2},15-1}
3.7.{10-{1,2},12-1}
3.8.{10,12,16}-1
3.9.{10,16,18}-1
3.12.{8-2,9-1}

as of a couple of hours ago.
