sourceware is constantly dealing with aggressive scraperbots (similar to those
described at [1]), and sometimes heavy handed blocks are applied to maintain
service for everyone else, unfortunately impacting some innocent bystanders.
For the benefit of anyone else who might have this problem in future, I'll
mention that you can contact sourceware overseers e.g. on the overseers@
(public) or admin-requests@ (private) mailing list on sourceware.org (as per
[2]), providing your IP address, and they will be able to unblock you.

Are there not some better processes for external Internet IP reporting, which
are often from upstream DHCP sources; for example:
$ curl https://api.ipify.org # get IP V4 address
$ curl https://ipecho.net/plain # get IP V6 address
and/or
$ whois `curl https://api.ipify.org` # get netblock addresses
$ whois `curl https://ipecho.net/plain` # get netblock addresses
