That's not a bad guess. If run ssh w/ a verbose switch from the Debian box, it looks just like something is preventing

Windows security has a built-in firewall that might have this turned on.
Local connections may be allowed. I'm not an expert, but I've seen an
adjusted rules once or twice over the years ...
