Hi folks

I'm trying to install cygwin on a windows 11 laptop using the installer 
setup-x86_64.exe I downloaded from the website.

My intent was to do a minimal install with some development tools like cmake.  
However, I continually get the following error:

    "The following package(s) had download errors:"

Here is the list of packages:

I hit retry a number of times and changed mirrors a number of times before I 
decided to just continue and see if I got enough to let me finish my task.
Unfortunately, cmake won't run at all right now.  It's trying to open cygz.dll 
and can't find it.
