Forking, or posix_spawning from the native posix_spawn() implementation debate

Can Cygwin partake in the GoogleSummerOfCode?

** My project suggestions would be:
- native posix_spawn(), for performance, scalability and reduce
address-space related failures on Cygwin 32bit
- bring back Cygwin 32bit for Windows 10 32bit
- better support for newgrp, and add /usr/bin/sg or /usr/bin/winsg
- better filesystem performance in the presence of *.exe or *.lnk files.

Cygwin, newlib, and related projects, are always running the VolunteerYearOfCode - any volunteer may offer patches any time of year, for any component or package, which will always be thoughtfully considered.

Patience is required as reviewers may have busy lives, jobs, and some may take long holidays/vacations to refresh: most regions may have spring, summer, and winter break periods, which may overlap!

[Olympics, World, regional, and national football cup tournament final rounds, possibly also test and international cricket series and rugby tournaments, and local national sports final rounds, may reduce activity on many projects.]
