Are the |FILE_ID_BOTH_DIR_INFORMATION| fields |ShortName|+|ShortNameLength| mandatory these days, e.g. is it legal to set |ShortNameLength = 0;| for Cygwin 3.4/3.5 in Windows 10 ?
