Those log files were last updated last November, not today. Turns out I did a test install to a new cygwin root and the setup had helpfully remembered that root. But my cygwin terminal shortcut and chere stuff still pointed to my original root. I have not done anything significant in cygwin since last November, so I didn't notice that I was using a different root until today. I tend to click through the first few screens in setup without paying too much attention to them. My bad.
