Did you by any chance take a look at the file named "readme-cygwin" in the distribution? I suggest you take a look at it as it tells you how to create the dll's but as you'll read you cannot create the kernel drivers as they are "too dependent" on MSVC. FYI I downloaded version 2.3 of the source zip.
