That's your problem. meld is a python3 script. python3 won't work
with cygwin-3.0.7-1.

You are right Ken, upgrading to cygwin-3.1 solves the issue. Thanks! Not
only 'meld' but also 'make' appears to be unusable on cygwin-3.0.
I have been using cygwin-3.0 because of another issue; I will describe
it separately.
