Most of the pages have links to the maintainer's source repository. For example, if you to to https://cygwin.com/packages/src_package_list.html and click on php, you'll see the following at the bottom of the page:
packaging repository: php.git, where the latter is a link to https://cygwin.com/git-cygwin-packages/?p=git/cygwin-packages/php.git I think that's what you were asking for.
