You might not have waited long enough for it to propagate to the mirrors. But I just checked mirrors.kernel.org, and it's there. Since it's a test package, you'll have to explicitly select the version you want. In addition to ImageMagick, you'll have to update libMagickCore6_6 and libMagickWand6_6.
