I would ask about your Cygwin and Windows versions, but unless you're running an Insiders build, I don't think WSL is supposed to be this broken. Are you by any chance running a third-party antivirus or security suite or some uncommon driver, file system software? Consult the BLODA<https://cygwin.com/faq/faq.html#faq.using.bloda> for the worst offenders, but note that this list is not exhaustive.
