stow 2.3.1-2 is now available in Cygwin. This release is identical to the previous release, 2.3.1-1, except that it includes the dependency on the perl-Stow package, which was missing in just the previous release I believe. So if you installed stow for the first time in the last release, it might not have worked for you. That's fixed now.
Stow manages the installation of local software packages by creating sets of symlinks from the installed location (e.g. /usr/local) to a stow directory (e.g. /usr/local/stow/emacs) where the real files live. This allows you to keep packages separate, while making them appear to be installed in the same place. Andrew E.
