Sorry, i meant 1). tar -xvf cygwin-20190304.tzr.xz (just unzip and un-tar the downloaded snapshots)
reason for step 2) - just wanna test rsync (3.1.2) with the new cygwin1.dll (20190304) without messing up other applications step 3) (old rsync but with new cygwin1.dll) always failed with printing: syntax error. And I knew the syntax was correct. Shall upload a full strace report tonight.
