Thank you, Andrey, for your helpful update. My only two cents: Not every distribution uses the same installation directory for your product; I'd suggest those with this problem check the environment variables your project configuration uses.

And the wording of it indicates that you are using a very, very, very old Cygwin version. The probem was fixed over a decade ago.
