can you clarify ?
the plugin is in gcc-core as it is on 6.4.0-5
$ cygcheck -l gcc-core|grep cyglto_plugin.dll
/usr/lib/gcc/i686-pc-cygwin/7.3.0/cyglto_plugin.dll
and gcc-fortran requires gcc-core
