Actually you are right - thanks - for the purpose of my testing - zh_HK does
work:
$ LC_ALL=zh_HK awk 'BEGIN {print "\243" ~ /[^[:alpha:]]/}'
1
$ awk 'BEGIN {print "\243" ~ /[^[:alpha:]]/}'
0
