I was having an issue with git changing the locale of the files from
ISO-8859-1 to UTF-8 because of this. I modified my $HOME/.profile and
changed:
# Set user-defined locale
export LANG=$(locale -uU)
to:
# Set user-defined locale
export LANG=$(locale -u).ISO-8859-1
which sets all of the locale within Cygwin except for LC_ALL.
$ locale
LANG=en_US.ISO-8859-1
LC_CTYPE="en_US.ISO-8859-1"
LC_NUMERIC="en_US.ISO-8859-1"
LC_TIME="en_US.ISO-8859-1"
LC_COLLATE="en_US.ISO-8859-1"
LC_MONETARY="en_US.ISO-8859-1"
LC_MESSAGES="en_US.ISO-8859-1"
LC_ALL=
