 I know nothing about Postgresql, but, in Xemacs, try:
  (setq efs-ftp-program-name "c:/windows/system32/ftp"))
 
[Too bad postgresql won't let you do:
   (setq sort-program-name "c:/cygwin/bin/sort")
]
