how about
cmd /c "C:\Program Files\Internet Explorer\iexplore.exe" "www.google.com"
I'd say,
cmd /c start "" https://google.com/
Both seem to start the *default* browser, in my case, Firefox.
You need to be explicit if you want IE and it's not your default.
