For a description # see https://cygwin.com/cygwin-ug-net/using.html#mount-table # This is default anyway: none /cygdrive cygdrive binary,posix=0,user 0 0 so it explicitely points to the documentation. I don't see why we should move the documentation into the files. The longer the preceeding comment. the longer the startup times. I wouldn't want it having to open and read the content of two more files for no good reason, now that it has to read nsswitch already.
