This address is really low, so either some BLODA interferes with the loading of the DLL or you're having far too many packages installed than can possibly coexist on a 32bit installation. Unless the image base of those two libraries really now is 0x370000 and 0x270000 (which I doubt, there are many more libraries that come _after_ those in a full rebase), then that is again hinting at BLODA. Do you use any (perhaps commercial) software that is based on Cygwin or MSys under the hood?
