It's a bit harshly written, isn't it? If you checked the cygwin repo out with :pserver:anoncvs, you don't have write access using this local copy of the repo. If you can check out with the :ext:<your sourware account> you probably have write access. If the commit fails, you don't. Just give it a try and please add a valid ChangeLog entry.
