I think something is wrong with the qiv package. I installed it using cygwin
setup.exe. Then,
$ tar tf qiv-2.2.4-2.tar.xz
usr/
usr/share/

usr/share/doc/Cygwin/
usr/share/doc/Cygwin/qiv.README
usr/share/doc/qiv/
usr/share/doc/qiv/intro.jpg
usr/share/doc/qiv/qiv-command.example

usr/share/doc/qiv/README.TODO
usr/share/man/
usr/share/man/man1/
usr/share/man/man1/qiv.1.gz
Not surprisingly, there is no qiv executable on my peecee right now.
