If it's not apparent: you can actually prevent system from accessing the file by removing access from SYSTEM user to the file. Windows ACL's are THAT nasty. (It's not actually a cmd.exe - it's a renamed 4nt.exe. Windows SFC always trying to "repair" it. And always fail.
