Build it and ran "cygport test" and all test succeeded (some were skipped). After that I updated that cygport file, downloaded and build 3.1.0 and ran "cygport test". Some test failed. With 3.1.1pre1, pre2 and 3.1.1 release it worked again. I don't know. Just used the vanilla build options. So apparently the developers of rsync disabled xattr on cygwin.
