libintl.a has been moved out of gettext (pkg) recently. As result of that, cygwin (pkg) no longer builds. The build now fails on dumper.exe. Building dumper.exe requires libbfd.a to be present (among others), which in turn requires libintl.a to be present. src/winsup/utils/Makefile.in only tests for the presence of libbfd.a ... (otherwise, it will skip building dumper.exe and the build of cygwin (pkg) will NOT fail).
