I vote for this issue be double-checked: 1) there is only one (the latest one provided by setup) cygwin1.dll in my $PATH: $ which cygwin1.dll /usr/bin/cygwin1.dll

It's a system issue; make sure there are no other cygwin1.dll's on your system or in your $PATH.
