If all one needs is an up-to-date build of Vim on a Windows box, I recommend looking at Cream - which is a dumbed-down Vim for noobs. The maintainer of this project also provides pre-packaged Windows builds of vanilla Vim that are more up-to-date than what can be had from www.vim.org.
