No. You cannot just delete an shared perl library. If you delete ./site_perl/5.14/i686-cygwin-threads-64int/auto/Image/Magick/Magick.dll you also need to delete the according pm's, which are listed in the .packlist. Perl searches the @INC path for libraries. site_perl comes before vendor_perl.
