I've updated the Cygwin version of file to 5.11-1. This is an update to the latest official upstream version.
The Cygwin version is now built using cygport. To update your installation, click on the "Install Cygwin now" link on the http://cygwin.com/ web page. This downloads setup.exe to your system.
