It thinks the svn2cl.xsl file should be in /usr/bin, but it looks like the file is in /etc/svn2cl:
$ svn2cl warning: failed to load external entity "/usr/bin/svn2cl.xsl" cannot parse /usr/bin/svn2cl.xsl $ cygcheck -l subversion-tools | grep svn2cl.xsl /etc/svn2cl/svn2cl.xsl $ cygcheck -cd subversion-tools Cygwin Package Information Package Version subversion-tools 1.7.3-1 Creating a symlink /usr/bin/svn2cl.xsl -> /etc/svn2cl/svn2cl.xsl works around the problem.
