there is '-DENABLE_RELOCATABLE=1' in
http://git.savannah.gnu.org/cgit/gettext.git/tree/gettext-runtime/intl/Makefile.in
which cannot be affected by `--enable-relocation`. it would have been
-DENABLE_RELOCATABLE=@RELOCATABLE@ i think.
