please run setup.exe again.  you will find
the compiler and other development tools in
the 'devel' category.

Also, try clicking on the 'View' button
(or type [Alt]-[v]).  This will cycle
through the possible views of the lists.
One is a simple alphabetical list.
Searching through it, you can find a 
package and note which category it resides
in for future reference.
