Well, I may be wrong, but I believe that the "All Users" directory is only used if you set up "User Profiles". It exists if you don't, but isn't used. Unfortunately I no longer have Win98 installed (did I say *un*fortunately?!) so I'm not going to be able to verify this. If we guessed at it, using for example cp myfile "$(cygpath -AD)" would not really copy a file to the Desktop on Win98, though it would on WinNT/2000/XP.
