More broken under cygwin-1.3.13-2?

I update cygwin to 1.3.13-2, but found more works incorrect. It just showed one page and then broken. I change back to 1.3.12-4, and it works fine.
And, under cygwin 1.3.13-2, dumper does not work too, when update libintl2 from 0.11.2-2 to 0.11.5-1, because of function dcgettext__ no longer in cygintl-2.dll.
Does anyone have these problems too?
