you have still the old cygwin1.dll in place Cygwin DLL version info: DLL version: 1.7.1 while setup see the latest cygwin package installed cygwin 1.7.5-1 try to reinstall the cygwin package with all the cygwin processes, including services, closed. gnuplot.4.4.0 was released after cygwin-1.7.5-1 so it is likely missing some new feature.
