I'm going to go out on a limb here and guess that the reason you haven't heard a response on this is because the answer is not something that folks on this list know off the top of their head. You'll probably find it more expedient and useful to check the Cygwin configure to determine this yourself. It could be as simple as grepping for the symbols you state below.
