Yes, it does. And it's available at the link Corinna pointed you at
below.
It should be fixed in the latest snapshots from
http://cygwin.com/snapshots/ though.

If you mean "When will 'setup.exe' download and install this version
by default?", you can watch the cygwin-announce list for that. But
best to try the snapshot to make sure it addresses your issue.
Otherwise, you'll wait a little while just to find out that the
problem still exists (or something else is in your way, etc).
