The mingw-libgpg-error package provides a version of the libgpg-error library and tools built using the standard windows runtime library and NOT cygwin. It is (or will be) used by setup.exe and is provided specifically for that purpose. No other uses are supported. However, for testing purposes it does provide a mingw version of the gpg-error tool, in addition to the libraries and headers needed for setup.exe development.
libgpg-error is a library that defines common error values for all GnuPG components. Among these are GPG, GPGSM, GPGME, GPG-Agent, libgcrypt Libksba, DirMngr, Pinentry, SmartCard Daemon and possibly more in the future.
