This has been discussed to death already on this list and/or the apps list. There is no need for the name on the server. Anyone that downloads Cygwin's 'setup.exe' can name it whatever they please. This is the most flexible approach since it gives the user complete control of the name. It's also the most backward compatible since those that have scripts that depend on the current name are not forced to change them in any way. And if you look in the email archives, you'll see that the decision about a name change on the server has been made. The name for 'setup.exe' will not be changing.
