Do you have an old Cygwin installation in N:\cygwin?
Nope, removed all my old files, folders&  registry keys.

Any other ideas?

What's on N:?  Setup is finding bash there under \cygwin\bin
so something is there and that's having an adverse affect
on your installation.  Is there a network installation of another
Cygwin there?
