Perhaps you changed you system-wide PATH or how you set up your Cygwin PATH or rearranged some part of your other TeX software that severed the connection that used to provide you access to latex from Cygwin. <http://cygwin.com/cgi-bin2/package-grep.cgi?grep=latex.exe> yields: Found 0 matches for latex.exe.
